The author mood is that that amount of money paid for work and tips is a huge gape. There is augment between the government and the owners of small business. The government is trying to deploy different methods to make people happy. The works are warily of work so hard so people should be paid what is right. People who are  ambidextrous are hard to find  but when employer find someone that is ambidextrous they are usually hard workers. All workers should be paid what their work shows.Hopefully the government see that their are people that work as hard as possible to support their family.
